Framework Principles
Six principles that would govern any partnership

What is permitted under the applicable national law of every country involved is established before any recruitment or training activity is opened.
Documented scope
Roles, volumes, standards, decision gates, data governance and reporting obligations are documented in advance rather than settled in practice.
Candidate protection
Ethical recruitment, non-discrimination, privacy and transparency obligations apply to every participant in a programme, at every stage.
Auditability
Every screening decision, certification and approval is recorded so that a government can evidence the state of its workforce rather than estimate it.
Reversibility
A government can pause, narrow or end a programme. No structure is designed to make withdrawal difficult.
